I made that point less about the actual prevention of NATO expansion, which, yes, wasn't gonna happen either way, and more about NATO today taking advantage of Gorbachev's stupidity and thus having plausible deniability that claims were ever made in the first place, since none of those promises were formal, legally binding, and documented outside of recently-declassified British archives.
