For decades, NATO tactics have involved the military equivalent of where it's a bunch of arrogant presumptions of superiority while never critically testing them against a peer military.
They needed NATO to get directly involved (NO FLY ZONES!!! ARTICLE 5!!) or they needed NATO economic pressure to heavily damage Russia. Neither happened, so they are shit out of luck and just drawing out an inevitable defeat
