Then ramping up the size and scope of your police force, as you corral more and more people into ghettos. Then use that police leverage to crack down on any effort to organize or mobilize the cohort. Then ruthlessly exploit the cohort for cheap labor.
Now expand the size of the cohort to include a large group of "Non-European" peoples.
