Create a permanent underclass of people denied basic amenities. Then accuse that cohort of being criminals by citing their poverty. Then ramping up the size and scope of your police force, as you corral more and more people into ghettos. Then use that police leverage to crack down on any effort to organize or mobilize the cohort. Then ruthlessly exploit the cohort for cheap labor.

Now expand the size of the cohort to include a large group of "Non-European" peoples.

Repeat until you've got yourself a proper blue-blooded aristocracy again.
