Tbh I am surprised how much support cuba has. Even tho it is very immaterial due to lack of enforcement. I would think many more countries would oppose or abstain. At least it would make the whole procedure appear less pointless. To make a show out of debate, discord, to give some impression that the issue isnt settled.
