      Nope, fleeing enemies are valid targets. It's attacking surrendering enemies that's a war crime.

          why wouldn't you? They will kill you tomorrow if you don't kill them today. They're not running or retreating because they are scared, but because they feel they will lose to you now and want to flee before you've won so they can keep attacking. Unless they surrender, you keep going until they're done. It's awful, dreadful, inhumane, but it's war and it's what you have to do to survive.

            not mutually exclusive tbh. Especially if you're under the impression that surrendering will lead to you being tortured until you wish you were dead.

              I guess that is true, but from a tactical standpoint you have to assume they are doing it to achieve an objective.

          :armchair-general: i'm not sure how you'd be expected to distinguish that from setting up a flank or other tactical maneuver? the general case isn't a texan shooting a kid running down the block
