I think this is purely a function of domestic energy demand. This isn't Biden v Texas, it's Texas Exporters v California Server Farmers.

Biden is trying to keep the gas at home because it makes electricity cheap. If we send it abroad, that means big energy consumers will have to pay escalating rates in an increasingly energy hungry industry.
