For sure, you don't really get to see the system say "technically we don't owe you anything by design, we are an instrument of force that has no inherent connection to your safety or wellbeing" out loud very often. You know they're not on good footing when they have to resort to that.
In a rich white community one dead kid due to cop cowardice, incompetence, stupidity or some combination - might result on at least one cop going to trial. But twenty dead kids in a typical community where the cops are 100% responsible for most deaths has no accountability at all.
And I can't believe it's a coincidence that the report was issued today which is a very usual day when the State of the Union sucks up nearly all of the media's attention.
