If they aren't American it would make sense. I know the Confederate flag is pretty popular in Australia/New Zealand for some reason.
I think Vietnam and Ireland also use it. To the majority of people there it's just the "rebel" flag and they either don't know about the American civil war or just don't associate that flag with slavery.
Some of them do though, so it seems like it's becoming more common for people to be educated on it's actual meaning.
