I had an extended family member in a rural area who shot their neighbor's dog because it was barking. Everyone who knew about it thinks it's horrific, this governor would probably say "serves that mongrel right for being a nuisance!"

I think I’ve known people who have euthanized their old, sick dog by shooting them. But obviously that’s very very different
