In other words, Caesar is a fake intellectual, much like Jordan Peterson, and the people who follow him were tricked by his pseudo intellectualism. Which is brilliant writing, because that's literally how modern day chuds are radicalised. Because a hypermasculine authority figure said some pretty words that sounded smart and promised them power over marginalised groups.
I don't want to spoil his backstory, but basically he's a fascist who leads a faction that does a lot of horrific shit.

His faction, The Legion, are a bunch of Imperial Roman cosplayers (much like Hitler based some things off of Rome) that conquer people, crucify the 'weak' and absorb the 'strong' into their army. The women are kept as property and forced into lives of rape and house servents. Caesar rationalises all of this in a chillingly familiar way, if you have heard any famous chud speakers spew thier BS.
It is the closest a Fallout game has ever come to having truly evil faction (other than the Enclave), and while you can technically join the faction, the game makes sure to make you feel like the pathetic human being you are every step of the way.
