Although cities will also be targeted, especially if there are secret nuclear silos that the other country knows about. I have no doubt in my mind they use cities as human shields for nukes.

I'm not sure if it's more theory-heavy than what you're looking for but I'd recommend Works of Love by Søren Kierkegaard and Wisdom in Love by Rick Anthony Furtak. Apologies I couldn't find a PDF of the latter, both are great reads in their own right though.
