    It's absolutely what they'd do instead of giving up their position as the #1 empire.

    The only thing that's shocking to me is that some US president didn't decide that they'd totally win a nuclear war during the Cold War.

      The US president is a servant of capital. Whether or not they individually believe in winning a nuclear war is largely irrelevant. And if they get any funny ideas, they better watch out for any grassy knolls nearby.
