The court of the Kangxi emperor was not passing climate legislation offering tax incentives to businesses in impoverished communities that can reduce their carbon footprint by 14% over 5 years?
Mongol and colonial euro empires killed so many people it had measurable effect on climate. I guess we know whose tradition US climate legislation do really uphold.
