    Maybe I'm being a vulgar materialist but wouldn't the 4b movement be superstructural development (that is now affecting the base) emerging from the mode of production?

      Yeah. But there are dozens of countries with really low birth rates (none as low as south Korea though) and they don't have a 4B movement (yet).
