He's a huge nerd and everyone constantly clowns on him. He's always begging to be promoted. He acts like he has more power at the company than he really does. He's supposed to be like a parody of right wing libertarians but some people don't realize that.
Sometimes he is straight up fascist, he fetishes cops and authority to a humorous degree. He would be a lot more racist if the show was a bit more serious.
