That's absolutely not my takeaway from the book, and I finished it the same day it came out.

Woodward tries his very best to make Biden seem commanding at all times, and maybe during 2020 through 2022 maybe that was the case? But even Woodward couldn't paper over Biden's incredible deterioration in the last two years.
