Bring back the draft, but for working in the service industry. Everyone should have to do a tour of duty (6 months working in the education/childcare system & 6 months working in the service industry). You can opt in for an additional 6 months to work as a waiter/cook/retail/whichever you didn't work on the tour and you'll get an automatic medal of honor.
