I think they're cool. Medellins system is very robust and largely used by the working class on the edges of the city. It takes into account the difficult topography of the city and has the plus of giving you some sick views on your commute.

Good in mountainous regions where rail is impractical but less potential to move massive amounts of people.
Destroy all the roads into the mountains and have a few of these at the last train station take you to the various trailheads.
They're great and very cheap in comparison to metros/trains on hilly terrain
