Everyone not China wants to play both sides of the conflict and the US is ramping up its intensity on it’s side in the region. Vietnam has a lot of trade and (unofficial) military deals with the US to the point where they floated leasing a military base in Vietnam and if you know about Vietnam’s neutrality policy that sounds crazy. Vietnam, Japan and Taiwan are all close allies at this point as well and up until the last few months Japan has been playing both sides themselves which you saw with RCEP. The US has probably placed a lot of pressure on Japan after Biden got elected because suddenly everything moved from anti-China but pro Chinese trade to just anti-China.
Just read between the lines here and you can tell that they are continuing the neutrality policy as they always have, but are more than happy to defend against Chinese incursions against Vietnamese territory since it’s China that would be impacting the relationship then.
damn I guess its okay when Vietnam "intervenes" into Cambodia but when China has a border conflict with Vietnam its an "invasion". and no, the CPC definitely still supports the action and theres tons of movies in chinese cinemas about how good and necessary the action was
support means anything between recognizing the government to giving them a blank check for whatever they want. Its not exactly specific thing you're complaining about

Also, Cambodia killed way way more ethnic Chinese than ethnic Vietnamese (there we're more ethnic Chinese than Vietnamese in the country naturally)
I'm not particularly an undying supporter of China but I've noticed that western communists usually take a hard pro-vietnam stance and entirely blame China when the reality is not so clear cut if I'm going to be fair to both parties here (I think its because they secretly believe china is revisionist for adopting market reforms, not socialist for spliting with the soviets, or imperialist for attacking vietnam) but I dunno I don't understand western communists and their weird ideological inheritence.
I really hope they can resolve the problems between them. The Sino-Vietnamese war was the greatest bruh moment in Socialist history.
