If you're in a bigger city there is probably an ACORN chapter near by. They're a big tenant union and they would probably know all the plays you or your buddy could make. I know that most chapters are pretty active, I know that if they're anything like mine they can usually get an action put together reasonably quickly.
+1 to this. Realistically speaking, your senior citizen friend's outlook is not so good on his own. But if there is a tenant's union he can link up with, he at least has that going for him. I don't even see why he should observe the quit notice when he could at least make the LL file an unlawful detainer. He could get the landlord's name and contact number and do a phone zap, potentially.
Ideally all the neighbors would stand together and say 'fuck you, we're not going anywhere.'
How much time is left on your friend's lease? Do you know if their building was bought as part of a foreclosure?
