Yes it is. 14-15 year olds are legally allowed to work with parental permission. Labor laws also cap the amount of hours they are allowed to work. Can't remember the amount but I would guess no more than 10-12 hours were allowed to be scheduled per week, and can't work later than like 9pm or something. Theres a decent amount of protections in place at least.
Most companies don't want to deal with the restrictions, but some places don't care. My first job was at a McDonald's at 16, and they had 14-15 year old workers. And this was over a decade ago, when they were less desperate.
Lots of crappy local strip mall suburban restaurants would try to hire kids this age as well and pay them a shit wage under the table so their labor could be exploited to the fullest.
