It would be possible. It is heavily implied or outright stated that the Jackal gangers you find were once part of a mighty gang that was crushed by NCR. The fiends would prove a problem for the Securitron army, with their questionable sources of Plasma and Laser weapons, but in the end, RobCo equipment would win out.
Then the raiders take over, and if you’ve meet New Vegas raiders they aren’t much better than the Legion
