It's ironic. The doctors who performed his medical procedures were immigrants. He is phrasing his statement in such a way to mock anti-immigrant bigots and highlight that immigrants are a positive, important, and welcomed part of Irish society.
I think he's saying the surgeon who treated him in the hospital was an immigrant, going off his other comments in the thread where he's having it out with bigots and antivaxxers.
