please can we have a crackerlist it'd be so funny

i'm telling ya - we need to rename the instance lists to have "allowlist" (federated instances) and "crackerlist" (defederated instances)

but also yes we should definitely change the modlog to change "banned (user)" to "crackerlisted (user)"
