Opportunists or not, this line is just further indication of the ideological paralysis the neoliberal order has induced on to the western world, particularly the US. Some people genuinely believe this because there simply doesn't exist a large enough conscious body of people to hope for exacting change, and I'm not sure people hope that such a thing could ever occur (especially when you consider how localized the grievances are). The atomization of the individual within the current order just means you have to always suspect that any collective effort seeking to exist outside of the system is going to fall to individual whims
