ROC is the republic of china. Chinese Taipei is what Taiwan is called at the Olympics.
The medal count list over at WaPo shows "ROC" for the Russian Olympic Committee (because Russian athletes can't compete as Russia for reasons that may or may not be bullshit). I initially misinterpreted that as "Republic of China."
