I'll do a full post about this later but as a rough estimate: $15 for tubs, $10 for fill/drain fittings, $10 for pump, $10-15 for timer (though I used a smart plug instead).
Grow media, nutrients and ph adjuster add some cost, but that varies based on your plans.
For tools I just needed a drill and a 1/2" hole saw, and assembly took an hour or two.
what is the white plasticy looking stuff on top? (since it's clearly not soil)

The grow media is rockwool. Once the sprouts get bigger I'll place the whole thing in a planter with clay pellets on the bottom and a coco/perlite mix on top.
Yeah those are the fill and drain.
Supposedly it helps keep the coco and perlite from leaking through the planter holes. If I have a lot of successful sprouts I might experiment with just coco/perlite for some. Most of them are various peppers so it's too soon to know if they're successful or not.

Someone recommended that to me for growing in a small slace; I'll have to give it a try. Getting everything perfect when setting it up is intimidating but not having to change the water is very appealing.
