ohh probably, but Victoria 2 is an older game and converting from EU4 was always a bit sketchy. Probably not a conscious decision from the developers, there might be a mod or something that fixes this, Ii've never really played Victoria 2 that much.
There are worse things in these games, like the resource of some coastal african nations being slaves, then again, this is simulating real history and in real history there was slavery, you can always pass a law that abolishes slavery (if you have the right techs and don't mind less money)

in EU4, if you are good enough (or use some cheesy strats) you can start as native american, "westernize", and then conquer the old world.

Abolishing slavery almost always gives you more money. Sure, you might get grain or fish, but slaves is among the worst trade goods.
But if you get the trade bonus from slaves your colonial nations are more profitable
