It looks like one of those flash or concussion grenades since everyone seems to have their limbs intact.
Yeah and it was multiple grenades, if those were anything more deadly than flash/concussive grenades everyone would be dead. Still must have sucked to be in that room though.

from a bit of scouring, apparently the guy was opposed to the new budget which was going to pay these people more, while their town has no water and people starve. Thats what the meeting was about. Apparently the day before he'd made a video raging about the situation.
Apparently he dropped military police grade concussion grenades, and is now in serious care at a hospital.
