I mean it doesnt have to be an echii show in order to have random fanservice momments and for you to expect that it has. When you are a random seasonal action show with a teen cast and your character designs for some females are big tiddy and you use them at the cover as well then yeah most likely you are gona have fanservice and weird shots in the show
