Really depends on the type of contract (Apple's iPhone contracts vs randos saying "gimme 300 barrels of fidget spinners"). In cases like the later, it can be really unclear who is cutting more corners. But it is clear who will get the blame.
Even then, the American company could be more specific in subsequent contracts if the first order wasn't what they wanted. Of course, it would probably cost more, so, this is just a long way for me to say that you're right.
