For anyone wondering, the runes on his hands are “Leben”/Life, “Othala”/purity/brotherhood, and “Tod”/Death. The combination is a common pattern that SS members would use to describe their lives and leben and tod were used in place of a cross to denote KIA.
These are all common Nazi runes and the SS in particular loved using leben and tod even though they are obsolete as runes, and any usage of them is nearly always Nazi related when used together.
Is there a difference? You just know those people will have an amazing take on minorities, the LGBT, “liberals”, commies, and anyone else who isn’t aryan.

I've probably seen over a thousand pics of Ukrainian Nazis. I can't remember seeing any Russian soldiers with Nazi iconography.
They exist but in much smaller numbers compared to Ukraine. Also Russian government don't glorify them while Ukraine glazes them 24/7.
