Basically because it's cheaper for the US to have a buffer state occupy the vast and sparsely populated barely economical tundra than to maintain and govern the territories themselves is my pet theory. It means the land was never given away by indigenous people in any treaty.
Canada has reservations, but those are covered by treaties signed hundreds of years ago.
Unceded land means land that was never actually signed away so it's not even legally justified occupation.
