I feel like the US did something similar in Afghanistan, only it failed spectacularly and ended up bloating the military budget for a number of reasons like teachers got paid shit, there were no jobs that made schooling worth it, or the general sense that living in a warzone is detrimental to childhood education. China tends to be more forward thinking, so I'll hope the Iraqis all the best.
