      Ulfric actually is an agent of the Thalmor though, you can find his file in their embassy

        People always say this but Ulfric is not aligned with the Thalmor knowingly, the Thalmor discreetly support him because he is fracturing the empire. He's a useful idiot. The dude is too racist to work with High Elves anyway/

          The link to his dossier in case anyone is interested. I have yet to hear of any aid the Thalmor gave to either Ulfric or the Stormcloaks, although they seem to consider the possibility of doing so.
