So this article claims that this still has to be approved by regulators.
Forgive my ignorance but can companies just claim that a deal is going to happen even before said deal is approved? I assume the answer is yes, and I also assume that it will get approved anyway.

All mergers have to be approved by the DOJ, so I guess they think everyone should just know.
