Foucault's boomerang? That's more specifically about colonialism, but it could probably be applied to the current situation as well. Not sure about hard data on specific people entering various positions, but it doesn't necessarily need to involve personnel - it could just be about tactics developed by the military abroad being imported in and taught to police, and that's probably already happening.
