To be fair to uhhh 😬 J.P. Morgan this is just good statistics. When states are reporting 1000 new cases a day it isn't honest or effective to continue using a scale that caps at 300+.
The tragedy is not that the mapping of colours to new case numbers was mulplied by a factor of five but that it had to be to effectively communicate the extent of the devastation Covid-19 is wreaking on the people of the United States.
The part I take issue with is the muting of the color palette and the use of white as the middle of the range, making it look like all the desaturated places are doing just fine when it's practically the opposite.
The date they made the change is very sus, which is why the skeptical. Like, it the same time range where they announce back to normal, then he adjust the scale.

I guess to know for sure we'd need to see what else was in the report this image was from and what tone it was presented in.
If they are doing something abhorrent it wouldn't be a first for J.P. Morgan.
