Having the source be open is a necessary but not sufficient condition of Free Software already, so there's no need to say "free and open source" since the Open Source movement is a capitalist plot to dilute the meaning of software freedom.

Android is an Open Source project, but to build a completely working Android phone with all the features a user would expect from that requires a significant amount of nonFree Google software.
