I think the guy's a scumbag who's looking to save face not to mention save his own ass. So he's throwing his people to the wolves instead of doing the right thing and surrendering and accepting whatever is coming to him. That's if he's even in the country which he's probably not, but my point is the dude's looking to save himself. Pretty typical shit of puppet governments that do the west's bidding.
