    At least 13,000 civilians were murdered in Donetsk and Luhansk by Ukrainian government before Russia invaded

    Putin did not care and fine until Zelenskyy say he want nukes and NATO bases.

      Putin may have cared, who knows about his personal feelings on it except Putin himself. His hands were tied, he couldn’t really do much about it besides continuing aid to DPR/LPR and an eventual invasion.

      The invasion needed enough things to pile up before the camels back broke. It doesn’t mean the Russian government had no care for people in Donbas, it just means that they were restricted geopolitically from acting
