The Pope thing was "the big fight" at the time between the Guelphs and Ghibellines. Papal States were independent from 1177.
i'd put 'Holy Roman' caesaropapism dead in the cradle with Otto III at the latest but maybe a Hohenstaufen got a bit wacky with it idk
