I’ve read through some of the “leaked” documents supposedly from internal briefings, and a lot of them explicitly state that all detainees must be educated UPON RELEASE. If the papers are real, then they’re inspired by the American WOT which is stupid because it didn’t work (and also a self own by American liberals who pretend to care about Muslims), but the language explicitly states that people are released and not just exterminated inside the “camps”
