I think the college is also because you can engage in labor to better yourself rather than just earn money, there are clubs and groups that will let you do thing without having to pay+easily help you make friends, some teachers will actually help you grow and develop your talents rather than bosses who take al you are for cash, and there are public spaces everyone uses in common and spends time in.
Where on a street you want people to drive slowly because there's lots of driveways or businesses and therefore people pulling on and off, a road wants people to drive fast because it's purely for movement from one area to another eg a highway.
A stroad is when they try to do both at once and get the worst of both worlds. Can't drive fast because you're constantly stopping and starting, but you're still driving too fast for people to safely go in and out of traffic.
Those shitty roads that are part street, part highway.
