One wonders what that's even supposed mean. It feels like one of those classic lib gotcha lines
I think the implication is that the "authoritarian" Chinese government restricts people's freedom to what it deems acceptable ("b-but what about muh :freeze-peach: )... as if western liberal governments don't fucking do that as well.
It's especially ironic since at this point JC is literally on the run from a shadowy conspiracy, having learned that the global anti-terrorist organization he was part of was completely subverted (or rather, it had been a puppet from the very start), and potentially having overheard that FEMA has concentration camps planned for dissidents. Some freedom.
I actually did play this when it came out. It was amazing but the surprise aliens made the plot incomprehensible to me
