Usually in the back of my mind I would think "the CIA is involved" when stuff like this pops up, but they had a whole ass sarin factory Seems way too complex, detailed, and long term for any kind CIA strategy of tension plans. Are there any conspiracies that tie them to the cult? I know the CIA has been accused of being involved with Jonestowns, although that's not a very well known theory.
