If I was a senator and some moron showed up to give a speech in a T-shirt I wouldn't hear him either. It would be much more worth my time to just go out in the streets and hear what people have to say than be lectured by some putz who just rolled out of bed to ask me for more weapons.
A communist mob coming to kill a senator does not need to show respect because they likely will get no respect. They're there to depose and destroy an old, evil system. This guy is asking for a favor, government to government, and is not even dressed well enough for an 8th grade graduation.
