It's an extreme example, but even at a quarter of the density of Paris (comparable to large parts of LA), you could easily fund a small, but reliable transit system and frankly have the city small enough that a lot of trips could easily be done on bike or foot.
Why would you want the density of Paris? That kind of cramped living is expensive and borderline inhumane.
