The accidental part I would assume, is that white supremacy is the basic moral value that this country was built on, The Great Replacement theory, Qanon and other bullshit fascist rhetoric is prevailent among law eforcement. But I doubt it was a plot carried by FBI, like Cointelpro or infiltration of muslims after 9/11 to justify new anti-terrorist policies. But maybe I'm wrong, it's just my feeling.
